[Florida Code Talk] Expiration of Provisional License (Chapter 468, Florida Statutes)

Scenario
 
Employee in building department obtains license as provisional plans
examiner in a specific discipline.  Provisional license expires before
employee obtains standard license.  Employee continues to perform plan
review in discipline he/she is not licensed to perform...for more than 2
years.
 
 
Question
 
Can and should building official be held accountable for allowing person
to continue working without proper license?
 
 
Question
 
Is there a specified time frame (statute of limitations) for filing a
complaint with DBPR when something like the scenario mentioned above is
brought to light?
