If memory serves me correctly the proliferation of outs wing doors came about during the process of writing SBCCI 1997. As I recall the fire marshals were pushing for the out swing requirement at all exterior egress doors and we also had the advent of N.O.A. This represented the perfect storm for building designers with projects in the plan development stage. it was easier too error on the safe side rather than gamble as to what the final code requirement would be. It doesn't look like it requires the swing to be of any particular direction. I also did not see any changes to this section in either of the Supplements. On the other hand, building safety groups have lately been encouraging the use of doors that swing out because they are less likely to be blown open in a windstorm. That may be the source of the subject.
