I am a Certified Building Contractor CBC059520 and a Certified Air conditioning Contractor CAC1816055, as a Building contractor I can not do design work (Drawings) unless a P.E. seals it.
As a Certified A/C Contractor per Florida Building Code I can design A/C systems if the system meets certain criteria.
Per Florida Building code Certified Plumbers and Certified Electricians can also design work if it meets a certain criteria and they do not have to be sealed by a P.E.
In Hillsborough County or the City of Tampa for a remodel of the break room like described in one of the responses here would require plans sealed by a P.E. or an Architect.
The problem is that local jurisdictions still do things the way they want to do it, even if it conflicts with FBC.
