This is my understanding. If the value of the work is more than $2,500 she is required to file a Notice of Commencement. A permit should have been issued for this work. The subcontractor has 45 days from the first day they perform work to send a NTO. If they did that, they must record a lien within 90 days from the last day they performed work on the job. If they did not perform either in a timely manner, then they have no lien rights. I also believe there is another condition that pertains to the Notice to Owner and the final payment for the work, however I believe this pertains to work performed by a Contractor. Someone may be able shed some light on that issue. Hope this helps.
