Mr. Miller,

You didn't define "park" but I would say that if the owner of a multi-tenant building wants to improve a space within it for his/her own use it is still a building for lease or sale and, therefore, cannot qualify under the owner/builder exemption from licensure.  Note that the statutory exemption says "...offering for sale or lease, of any such structure...".  If it's an entirely separate building, probably a different story.
